Are Tow Trucks Essential?

Yes.  Tow trucks are essential.  According to the Mayor of Honolulu Emergency Order 2020-11 the following are deemed essential:
Transportation providers providing transportation services necessary for essential activities and other purposes expressly authorized in the Emergency Order including:

• Paragraph II, F, 6
  • Gas stations and auto and bicycle supply, auto and bicycle repair, towing services, and related facilities;
